Things are like that in the Chicago area with gangs.  Most gangs here are
either black or Hispanic, but I am not going to call police or flow someone
just because they are walking through my neighborhood and are black or
Hispanic.  I do think that having that attitude is unreasonable and racist.

My understanding from people who've lived in Orlando is that it's got quite
a few racial problems across the board.  I'm not talking about the police, I
mean just as a city. Hey, Atlanta does too, mostly due to history, not by
any conscious decision by the population to be assholes.  My understanding
is that Orlando also has a pretty bad gang problem too and gangs tend
(usually) to be isolated by race.

So it's totally reasonable to expect that most people living there (across
the board) are not completely neutral in their racial attitudes.
