Shit, GWB lost the popular vote in 2000 and declared a "mandate".
People care about winning, they don't care what percentage of the vote
they got or how big the turnout was or how many people declared bogus
protest votes.

If you are genuinely trying to wreak some havoc with write in votes,
do something interesting. Pick a fairly local election. Get a giant
number of people to write in the same name. But write in a name that
is really common, like John Smith. John Smith could win, perhaps. The
question is...which John Smith? We don't write in SSN or address or
anything other than name.  What happens if three John Smiths come
forward and say, "Sweet, I won the election". Maybe I meant John Smith
#1. Maybe you meant John Smith #2. How can you tell? How would courts
decide which John Smith won?

That, at least, would be a write in battle with potential amusement
value. Leave your Mickey Mouse votes at home.
