Syria has been known to have chemical weapons since the 1980's when they suppressed an Moslem Brotherhood revolt in Hama with chemical weapons. Some time or other look up Hamas Rules.
What is happening is typical of Syria. Hama for instance has similar massacres in 1975, 1981, 1982 1993 and 2012.
