many of the jews most definitely did passively resist the Nazi party. With regards to actually stopping a dictator like Hitler with passive resistence, I think it cold have been acheived in any year - not just the begining. In order to have stopped him when became more powerfl, there would have had to have been some sort of organized global passive resistence movement. Even Hitler's third reich was not completely self-sufficient. He needed materials, supplies, cooperation from other governments in order to sustain... civil disobediance on a global scale would have made this very difficult.

But I think openly passive resistance didn't occur on the level. But I think MAYBE if it was done soon enough around 1936ish it could have worked to stop him. Hell even upto 1939 it could have, he was still very unsure in some ways and after doing immense research on the man the government and the geopolitical situation. It probably could have but once he got fueled by his insanity and his beliefs and irrational fears (not that he wasn't previous but after the 1939 campaign) he was unstoppable, the Gestapo had driven such fear into the hearts of people that if they all said they would passively resist he would have had them all murdered. Even before 1939 he didn't give a damn about life, he had his own SA leaders murdered because he feared they ere getting too powerful. He handled the army with skill and wit unmatched and even the army officers who passively resisted were removed and replaced.
