The cardboard/plastic is a recent improvement.

They used to come in stainless "cans" with black tops and easy-connect hose 
attachments.

The steal tanks is the carbonated water.  The "coke" concentrate is in
cardboard boxes lined with a plastic bag.  At least at every fountain
machine I've ever changed.

Its the stuff that comes in the steel tanks that you see for fountain 
drinks. The tanks themselves are lined with glass so it doesn't corrode the 
insides - of the tanks that is.
