Small ones still use steel tanks.  Those generally have carbonation and
syrup both.  Newer ones store the syrup in individual boxes and the
carbonation comes from a shared tank.  Typically, both add water in the
postmix process.  At least that's how it was explained to me by the daughter
of a Coke exec.  :-)
