That's not what the Phantom is about.

The phantom article emphatically states you would own the content and be
able to transfer the content you bought at will to another Phantom
machine whenever you want. This includes all the games, patches etc.
that you have bought.

THe only 'new' thing is the distribution model which cuts out the retail
channel. For me it won't work because it requires broadband. For a lot
of people in the US, UK and Australia it may be just fine.

I would require a means of loading content onto the unit from physical
media that could be shipped to me. So that would mean that while I love
the idea of a 500US gaming pc, the Phantom won't work for me.

Perhaps the DISCover units being marketed by APEX would be a better fit,
but I don't know as much about those units or what they will finally end
up providing.

Would you purchase a console that wouldn't let you use physical media to
load games, would require a broadband connection just to be able to play
games, would have a limited selection of games, would require a credit
card
to purchase games, would impose limits on the number of times you played
the
game or the length of time you could play it, and wouldn't let you
actually
own any games that you've purchased?
Because that's what that article that Angel brought up was talking
about.  I
can't see any sane person buying something like that.
