This REALLY depends on the company - so many companies DO NOT have their
own server, and if they do, then they've usually got their own
"in-house" team to develop stuff
We host all of the sites we build, and anybody who gets a server that
we're building stuff for, then they go on our recommendations
I'm with Pablo on the speed issue - if we're building a site which will
take 2 months to build in CF, and 4 to build in ASP, then where does
that "free" get you?

2 words - "False Economy"
We've got a client that won't pay for an Authorize.net account, but
they're willing for one of their girls to do the credit card
transactions by phone...
So, they're saving the money for the setup, but then paying for the
phone call, the girl's time, the delay in their clients getting their
goods/services
Access is cheaper than SQL Server and Oracle, but would you run your
site on it?
A Pentium 1 is cheaper than a dual processor Pentium IV, but would you
run your server on that? How about a 386 - that's even cheaper!
Hey, why not run the server on a 56k dial-up - it's cheaper than hosting
costs!
I know I'm getting silly here, but saying that you go for the "free"
option can be a self-defeating argument
You might save in the "short" term, but in the longer term, it can make
a BIG difference
