The other major tragedy is that if there was approval, tacit or direct,
it would mean this level of depravity runs deep in the US Armed Forces.

contractors who were actually setting the stage and conducting the
intelligence
gathering. There higher level folks will get away with impunity.
Additionally,
the US troops that may be captured in the future may also be subjected
to
heinous abuse as well.
I would imagine that like in any prison, the guards must do as the
wardens
instruct.
