Scott, I have always been a Green Card holder so I am not familiar with other visas. I can't give you a formed opinion on this one....sorry....

I feel like many of the fishnet recruiters are collecting resumes for the sole purpose of providing that proof. IE: there is no intent to actually attempt to hire a citizen for the position.
