Get a DSL line from SWB.  Mine at home ran at about 56kb/s when they were having a good day.  :)
 
As a development shop, we have unfortunately had to retain an AOL account to test crummy browser and low bandwidth scenarios.  If you find a software component that will throttle your station down, let me know.
