I am looking online now. So far, no luck. Everything is rather expensive and generally requires loading special software onto high end routers.
It looks like the Zeus webserver has throttling capabilities by IP address, so you might be able to setup a development machine and test from there...unfortunately, it is $1700+ http://www.zeus.com/purchase/ I like Robin's idea of using an AOL or similar ISP accounts using a modem.
