The IIS SMTP service does have some security controls to determine who can connect to it and who can relay through it. Our standard configuration has a deny-by-default (i.e. "Only allow those listed") setting with our IP subnets added to the allow list. We leave the relay settings open since only those on the IP whitelist can even connect, much less relay anything.
