Well... sorta.  ;^)

In this case (from what I've gleaned) you're not hacking the "website"
you're hacking a single user of the website.  It's still a breach but a
much, much less severe breach.

All password-based systems can eventually be cracked, ALL of them.  The idea
is just to make it difficult enough not to be worth the bother and take long
enough to were suggested (or forced) regular password changes would
invalidate the results.
