Just call them up, and ask to speak to a senior tech, and tell them you are considering leaving because of poor service. Most companies have a few competent people on their staff, and a bunch of junior techs which sort of just deal with little issues. From what you've said about them, it's obvious they don't know what they're talking about, but I'm sure if you get a senior tech involved, they should be able to at least see through the nonsense and possible fix the problem. (Think SeeFusion).
