Yes, it sucks that the option is not available for the entire band. For it to suppress the footer, you have to set all of the fields' "Remove line when blank" property to "true" in the footer section. Also if there is blank space between your fields/lines try adding "dummy" labels with just a "space" for the text value and place it between your "blank" sections of the footer and be sure the set those field's "Remove line when blank" to true as well.
