Mary Jo, I have CF 8 (32bit) installed on a 64bit Win7 desktop using the "built in" web server and I am able to get debugging running fine - so I do not think this is a 64bit or a win7 issue.
Please forgive this question - I know you know what you are doing, but I wonder if you have the right check boxes checked (They are different between the 2). In CF7 it's "enable debugging" but in CF 8 It says "enable request debugging output" - and I would also choose the "classic" template because the dockable one can be blocked by a popup blocker (I think). I would perhaps check the neo-*.xml file (can't remember which one exactly) for the enable setting as well - just to be sure your setting "takes".
