http://www.visibone.com/htmlref/char/cer.htm has all of the Unicode
characters.  The search by image would be a bit boring.  I suspect the
Braille set, possibly cannibalized, may serve your purpose.

I myself have found that the Windows "Paint" program good for constructing
simple images such as the dots you describe.
