What year is the car?  It sounds like you have a set of valve covers set up
for the PCV and breather system.  Most smallblocks I've seen have the PCV
valve in the hole in the driver-side cover and the valve is connected to a
manifold vacuum source.  The other hole, at the rear of the passenger-side
cover, is where either a breather (looks like a chrome or painted mushroom)
or breather tube is installed.  If a breather tube is used it's connected
by a short piece of rubber hose to a filter that's mounted inside the
air cleaner housing.
