I have very little experience with BBCs but from what I remember the hole in the driver-side valve cover is used for the PCV valve and yes, the port in the carb base can be used for it as long as it's a source of manifold vacuum. However, I seem to recall most PCV lines as being 3/8". If you do this, though, replace the rubber plug in the passenger-side cover with a breather. The PCV system needs it to work properly.
