Hi,
 You can take a gloss acrylic enamel and add a flattening agent to dull the finish. It is a bit trail and error but can be made what ever you want, plus add a hardener for durability and faster drying. As for primer you can go DuPont Vari-Prime over bare metal followed by an epoxy and finally the enamel top coat. Or an Imron type of poly urethane if you want to spend big bucks.

the only problem with epoxy primer (witch i truly belive in ) is it chalks out after a year or more but  if you coat it afterwards with  a good hardened semi gloss paint it will hold up forever i did this to my control arms five or six years ago and it is like new still on a practically daily driver
