ABSOLUTELY. Never use a collar on a chi as means of control. a harness is needed for controlling the chi if it needs to be controlled. Some people put cute little collars on for looks only...and usually this is fine as long as the chi is supervised while wearing it, like if you want to put a cute collar on to take it in public to show off, ect, but never leave one on for them to play in ect.
