I do find that hard to believe considering the question you asked. If you were an experienced breeder you would not forget one of the most important things. Not being snarky just skeptical. And really research has proven that it is not necessary for a dog to have 2 litters before getting spayed, that is the owner choice.

The shelters are over-run with the sweetest, most adorable little Chi's you ever saw...throw aways...there are not even close to enough adopters out there...they are being KILLED by the hundreds everyday. Please, please I beg of you...just go visit one. Walk through and realize how many will be killed...really without one thought...you may change your mind about just bringing more puppies into the world. I do not want to offend or criticize you...just maybe get you to think about something you may not realize. The poor Chihuahua is in GREAT need of people to stand up and scream out and give them a voice. Please re-think and really find out what is happening to the breed...it WILL make you sick!!!
