I think they'd rather put them down than adopt them for a reasonable fee.

No, the $300 was at a regular county shelter.  None were less than $150.

Try a regular county shelter...or city!!! Here in CA it is $65 and that
includes shots and spay or nueter!!! You must have been looking at
"Rescues". That is about as cheap as it gets!!!!

A lot more of those in shelters would get adopted if the fees weren't so
high.  I tried several in this area to adopt a chi...fees up as high as
$300.  I was lucky and found one someone needed a new home for.  I can
afford the food, vet care, etc but not a $300 fee also.

I visit our local shelters often...I do a little volunteer work...and what I
see each month makes me cry everytime. The shelters are over-run with the
sweetest, most adorable little Chi's you ever saw...throw aways...there are
not even close to enough adopters out there...they are being KILLED by the
hundreds everyday.
