After thinking about it some more, I don't think I like the idea of a pop  
up window
telling you there are downloads in progress and asking you what to do. I  
think that
if you have downloads in progress (regardless of how many or what pages  
they're on)
and you close Chrome, it should just minimize to the system tray and show a  
balloon
saying something like "Chrome will close when your downloads complete".  
When it
finishes downloading, it would show a balloon saying "Your downloads have  
completed."
If the user clicks the balloon, it would open chrome's download page. If  
the user
does not click the balloon, Chrome will close once the balloon fades away  
(or close
immediately if you click the "x" in the balloon).
