You already know I have an opinion on everything :)

I mildly agree,

- reduce memory fragmentation in browser by not creating a V8 heap in
the browser for PAC processing

- My real goal: reduce browser's dependencies (purely from a build
perspective). That significantly grows our test executables.

I guess it's not doable ATM anyway but does the debugger really needs
to run in the browser?
