My quickest workarounds have been: 1. I put every picture on a separate track 2. If I have too many pictures, I apply the Ken Burns effect to every single picture in separate projects and render each of them to Quick Time for Linux/Motion JPEG A. Then I load every new source file in my project, working on a sigle track. Ciao!
