Hi Mark & Richard, 10Gig license does not require reload. You can just do shut/no shut on the 10Gig interface. BTW there is no license requirement if you are using 1Gig SFP in 10Gig SFP+ slots. Only MPLS license requires reload. Regarding xconnect requirement in your email, I would recommend EVC with SVI configured with xconnect. You can make any interface as the core facing or NNI interface and enable MPLS on it. However you need to use switchport trunk with MPLS configured on the SVI.
