CCNA provides the base ground in understanding inter networks, and then work
your way up. Just like taking Calculus, you need the basis of Algebra/Math.
It mostly depends on the individuals goal and work experience.
Some people have years of working experience and don't need to start at the
bottom. Some go straight for the CCIE which is the highest networking rank
in Cisco Career, however, it is recommended to have real exposure and
experience in inter network engineering to become a CCIE.
Others like to start at the bottom with CCNA or CCDA and decide which way to
go in the Design or Support of Cisco Networks.
