when you shut bri, layer one also should be in deactivated.
ISDN is not up yet.
This only layer 2, which is between your router and the switch..

this is normal..
in routerB isdn line is not a back up interface

also if you have interesting traffic the line (layer 3) will come up as
well...

If i am not missing smt i have not seen a problem here...
