Ok, something is not right with this output. I am assuming that this capture was taken when your serial interface was up and working and that your ISDN interface is not shutdown. The output of the show interface should not be showing administratively down and the output of the "show isdn status" should not be showing DEACTIVATE for layer 1. Check your physical layer. I don't think your router BRI interface is establishing a connection to your ISDN switch. Check out this link:
