Basic frame relay is completely unaware of your Layer-3 network. Where are your PVCs connected? Your PVCs determine the path of your traffic. In your example, here is what I think you describe: [Site A, spoke] ----------------PVC----------------[Hub Site]---------------PVC--------------------[Site B, spoke] It doesn't matter that all of your sites have the same frame relay provider. If your PVCs all go through the hub then all data from A to B will pass through the hub.
