My thought is that when he creates his config and writes it to NVRAM that he
should be able to then check "show startup". It appears that it is saved.
Then he does a reload. It disappears from NVRAM. If it didn't load into the
running config at startup - but still existed - could see it with "sh start"
- then I'd agree that the config register would be the first place to look.
Since it seems to be lost after reload I'm suspecting NVRAM.
I am aware of a router having similar problems. Since I don't control it, I
can't test it.
