So long as the provider that owns the blocks assigned to you has properly
registered those blocks at arin.net, then the second provider can verify
that and should have no problem letting you announce those blocks to them.
For instance:

Sprint nor UUNET had any problems letting us announce these blocks through
them (Earthlink won't BGP with us unless we sign a new contract, as the
current is with Netcom, but that's another story and we'll be dropping them
when the contract is up in June due to horrible performance and response
times when their UPS's die).  I might add that they didn't even balk at
announcing space assigned to one of our customers (but they could always
traceroute the block and see that it already went to our router anyway, but
then that's not really proof if we'd duped another ISP into letting us
announce it, but then this is getting announced by the upstream ISP and not
us):
