All I can say is

     AYEEEEEEEE!

If Microsoft is saying this, they haven't bothered to look at the OSI 
or IEEE reference models.  Spanning tree is a management protocol at 
layer 2.  NetBIOS (not NetBEUI) is a layer 5 protocol, although it's 
arguable that name resolution is layer 7,
