Unless this is a brand new change, the 515R certainly does support 3DES as I have installed it many times on this firewall. The DES license is the only FREE license but you can pay for the 3DES. The difference between the "R" and "U" versions has to do primarily with interfaces (R=3, U=6) and failover (R=no, U=yes).
