Sorry for the lack of response until now; I'm on a mid-shift. I was able to get more info on this here (apparently it was a known issue, but not made known to me), and the problem is exactly as everyone has suggested: The circuit routes through TouchAmerica's network, and they have the PVC mapped wrong.
