pvc x/y "should" work, which leads me to wonder about your IOS version. What are you running? what is the image name?
I do not see an "atm pvc" command in the 12.1 command reference. also you mention something about connecting two 3640's back to back via an OC3 card? I'm not sure you can do that. someone smarter than I will provide a definitive answer, I'm sure.
