Becareful for 3660, 5800, 7200 routers those Cisco says support OIR on
network modules. In these routers, hot-swapping only supports for P/S's.
Online Insertion and Removal (OIR) works differently with Hot-swapping.
Switches like 4k, 5k, 6k support hot-swap which allows you to change sup
engines, blades, even P/S when chassis power still on.
With OIR, you have to shut down power when you want to replace a same
module. This allows you to save time of using current configuration without
reconfigure the unit with replacing module inserted.

Yes, This is an expected behavior when we do "hot-swap" instead of OIR. Be
careful then.
