Can you plug the PA back into the VIP card and do a sh diag?  I have 
a  PA-8T, (this is what I'm assuming you have), in a 7206VXR that works. 
  It is HW version 1.14 and the router is running 12.2.4T:

  Slot 5:
          Ethernet Port adapter, 8 ports
          Port adapter is analyzed
