Flow control is something you need to check.  You need to have flow control
disabled in the terminal software.  In certain situations, with hardware or
software flow control turned on you will be able to receive but not
transmit, or you can lock up the terminal session altogether.

Use 9600, 8 bits, No parity, 1 stop bit.  Or is it two stop bits?  Some
Cisco gear uses one and some use two, so you can look it up or just try both
settings.  Regardless, you'll want flow control turned off.

I see that you tried the same settings with another device and it worked,
but it's still something I would check just to be thorough.
