information) in texmf-local, it has no effect.  "kpsewhich cid-x.map"
command placed in the terminal will only show

even as a copy (my addition) is present in texmf-local.
To work around this apparent bug, I currently modify the file in that
visible location, rather than to place my copy in texmf-local.

That's because in texmf.cnf, TEXMF set TEXMFMAIN before
TEXMFLOCAL:

TEXMF = 
{$TEXMFCONFIG,$TEXMFVAR,$TEXMFHOME,!!$TEXMFSYSCONFIG,!!$TEXMFSYSVAR,!!$TEXMFMAIN,!!$TEXMFLOCAL,!!$TEXMFDIST}

You can change that manually if needed.
