Yes, but they don't work for fetching incremental updates from local dir (DatabaseCustomURL, PrivateMirror). What you could try is set DatabaseMirror to a local webserver, which fetches CDIFFs/CVDs from torrents on demand. FWIW fetching small cdiffs (<1kb) via torrents is probably a bad idea as it'll take a lot more for you to find peers than to download from a mirror.
