Hello, try booting the source drive with the shrunk partition to make sure the issue is with the cloning, not the source. If you were too aggressive in rearranging the partitions to shrink them windows will not boot without using some rescue tools to fix the boot loader. When doing whole disk restore you should get exact same disk layout and windows should boot provided the geometry of the disk as faked by the PC bios is same even for the smaller disk. This may be an issue for disks smaller then like 80GB and old bioses. Also note that before moving windows installation to a new hardware you should make some preparation steps.
