The convention was discuss for feature requirement gathering and proposal for the actual spec.

Discuss....:P I thought that was [PROPOSAL] for RFCs? Maybe the [DISCUSS] tag is being overused, though? Not sure. Are there any specific examples that you think would have been fine without it?
