Having separate site structures in different languages can turn into a consistency nightmare, and after having done a few multi-lingual custom projects with our software, I agree that forcing the site structure on each language helps maintain consistency or structure, and also helps clarify the workflow process between languages.
I still think that this depends on the content that you're dealing with. The multilingual site/CMS that I have worked on was for a news organisation and synchronisation of content and site structure would have been near impossible. This is simply because different news is important in different countries. So I think that it depends on wether the context of the information is the same to people who are going to be reading in different languages.
