The means of access is through the aft berth. If you perform the install with the boat in the water you'll have to use something like a pipe cutter since the rudder shaft will be in the way. I have heard of being able to attach a strong rope to the rudder "bail" and lowering the rudder out of, or nearly out of, the boat which would facilitate making the required cuts also.
I would consider doing all of the glass work and framing now and when the boat is hauled finish the project by removing the rudder, making the required cuts and then reinstalling the rudder.
