Mine were bolts not lag screws. I've never seen lag screws used. Mine are either tapped right into the fiberglass or there is a nut or backing plate embedded into the stringer. I looked at generic torque spec charts for the size bolt I had and torqued them approximately once everything was aligned.
With only 1/4" clearance it sounds like a perfect candidate for the "basketball as a jack" trick. You might have to move from side to side instead of front and back as i had envisioned.
