So there is some water that comes down the mast. But the mast sits in a metal box. I sealed the bottom with silicone, drilled a hole in the aft side and ran a tube into the bilge. So any water that comes down the mast runs directly into the bilge.
Somehow water is getting into the keel stub itself and then seeping into the bilge through the bilge wall.
