No, we have thought of it and the best/only way to use this app is to have it installed in "/Applications" by an administrator and to be able to run it from any user.

I couldn't find the page you mention above.

In other words, the default case is for applications to be able to run
from /Applications, ~/Applications, /Network/Applications, or even
/TheDepthsOfSpace.  If your app has no functionality that mandates it
run /Applications, then I should be able to put it on my USB Mass
Storage candy-cane and run it from there.

It wouldn't really make sense to be able to run it from anywhere other than "/Applications" on the system drive.
